Section 4109 of SAFETEA-LU as amended by Moving Ahead for Progress in the 21st Century Act (MAP-21) (Public Law 112-141, Sections 32602 and 32603) provides discretionary funding for States to implement the Performance and Registration Information System Management (PRISM) requirements that link Federal motor carrier safety information systems with State commercial motor vehicle registration and licensing systems. This enables a State to determine the safety fitness of a motor carrier or registrant when licensing or registration is in effect.
